Edward E. O’Sullivan, President of Capital Associates, Inc.
Mr. O’Sullivan’s professional credentials include: Vice President of The Choate Group, a government and public affairs company wholly owned by the Boston law firm Choate, Hall & Stewart. Mr. O’Sullivan represented a diverse client base which included The American Consulting Engineers Council, The Massachusetts Association of Personnel Consultants, The Association of International Automobile Manufacturers, FMC Corporation, Joseph E. Seagram & Sons, Inc. and J.P. Morgan & Co., Inc. Associate Counsel and Director of Public Affairs for Associated Industries of Massachusetts working closely with the vast association membership in developing a strong grassroots organization through a variety of innovative techniques while contributing to the formation of public policy strategies. Chief Legal Counsel and Director of Research for the House Minority Leadership Office developing, drafting and directing the Republican legislative agenda. In addition, Mr. O’Sullivan has significant political experience dating back to 1976 for both candidates and initiative referendum causes including local, state and federal elections. His service to town government includes a term on the Duxbury Finance Committee. An active alumnus of Boston College, Mr. O’Sullivan was chairman of the 25th Year Gift Committee for the class of 1978.
Maureen E. Rooney has served with distinction in both the executive and legislative branches of Massachusetts government. In addition, Ms. Rooney was a founding member of Boston Business Partners, Inc., a business and capital development firm. Among the clients Ms. Rooney represented were Zero-Stage Capital, Chemical Securities, Inc. and Urban Tax Services and CPA, Inc. In 1991, Ms. Rooney was appointed Assistant Secretary of Economic Affairs in the Weld-Cellucci Administration. She was credited for her role in achieving reform of the estate tax, creating a new research and development tax credit and implementing landmark regulatory reform. Ms. Rooney’s professional credentials in the legislature include: Research Director for the Joint Committee on Taxation where she oversaw all legislation and made recommendations relative to Massachusetts tax law including corporate, income, property and sales taxes; and, Fiscal Director for the House Minority Leadership where she advised the Republican caucus on appropriations, bond authorizations and tax policy. Ms. Rooney has a history of involvement in political, civic and philanthropic activities. Her board memberships include NAACP Legal Defense & Education Fund and the Friends of the Public Garden & Boston Common.
Walter P. Wise brings over twelve years experience working in the public and commercial sectors in roles ranging from project manager to a highly successful business development executive. Mr. Wise is also a retired United States Air Force Officer, having served in various positions worldwide for over 23 years. Prior to joining Capital Associates, Mr. Wise served as Vice President, Business Development, for Client Network Services, Inc. In this position, Mr. Wise was responsible for developing new business opportunities in state government across New England, in various healthcare arenas and with the US Departments of Defense, Homeland Security and Transportation. During his tenure, Mr. Wise built a regional portfolio from zero dollars in 1998 to over $30 million in contract value today. Prior to his work with Client Network Services, Mr. Wise served as a Senior Business Engineer, Program Manager and Business Development Manager for Sumaria Systems, Inc. supervising over fifty employees and subcontractor personnel, working under more than thirty active task orders. Employees under Mr. Wise’s supervision were located in the United States, Iceland, Turkey, the United Kingdom, France, Germany, Japan and Panama. Mr. Wise’s career in the United States Air Force included over 4,000 worldwide flight hours in transport aircraft and numerous positions staff and management positions from linguist, navigator, flight planner, scheduler, program manager and IT manager and head of the Military Airlift Command’s Project Office at Hanscom AFB. Mr. Wise has an M.S. degree in Computer Information Systems and M.A. in Management and was recognized by Client Network Services Inc. with it’s’ “Rising Star Award for 2000” and “Employee of the Year for 2002.” In addition, he has numerous professional and trade affiliations, such as the Hanscom Representatives Association (HRA), Armed Forces Communications and Electronics Association (AFCEA), Air Traffic Controllers Association (ATCA), and Air Force Association (AFA).
Mark J. Carron comes to Capital Associates after serving as a member of the Massachusetts Legislature. Mr. Carron, a Democrat from Central Massachusetts, served with distinction as a State Representative in the Massachusetts General Court from 1999 to 2007. During that time, Mr. Carron was an active and vocal member of the Committees of the Judiciary, Small Business and Community Develoment and Telecommunications, Utilities and Energy. Mr. Carron also co-chaired the House Democratic Council, a group of colleagues that provided House members with greater access to information on policy and process, as they navigated through arguably the worst economic period in the state's history. Mr. Carron built a unique reputation over the years as an ally to both business and labor and was highly regarded as taking a no-nonsense, pragmatic approach to all issues. As a small business owner himself and with his vast legislative experience, Mr. Carron strengthens Capital Associates' ability to advise clients and to interact with the numerous government agencies involved in health care regulation , business development and procurement issues. Mary L. Burns joins Capital Associates after a ten year career working in the Massachusetts Highway Department and serving four governors. In 1994, Governor William F. Weld appointed Ms. Burns to the position
of Administrative and Executive Officer of the Massachusetts Highway Department’s
Outdoor Advertising Division. In this capacity, Ms. Burns organized all
Administration activities concerning the outdoor advertising industry.
She served as the liaison between Ms. Burns was promoted to assume the additional position of Associate Commissioner of the Highway Department in 1999 where she served until 2005. In this capacity, Ms. Burns was responsible for review and disposition of all highway construction contracts, including specifications, changes, alterations, amendments and modifications. Her duties also included the review and revision/creation of department regulations and assistance in development of department budgets. This deep government experience has given Ms. Burns a great understanding of the governmental processes in the policy – regulatory and legislative – and contract procurement on both the state and local level. Her relationships are extensive with state and local elected and appointed government officials. Prior to her state government service, Ms. Burns served in numerous professional and political positions in her hometown of Lowell, MA. Ms. Burns has deep experience in political campaigns and with civic and charitable causes.
